Prototype Plan

The prototype build will task you with running a critical revolutionary project: administrating the logistics network of Siberia. While you're not managing the entire world yet, the fate of millions depends on your choices here. The socialist collective farming in Siberia has produced a record shattering produce of wheat and other crops. This surplus is key for the world food supply. The problem remains in the physical impossibility to transport and store all the grain before it rots.
At the same time a poor harvest in South East Asia creates a looming famine crisis. Shortages of rice crop produced by a super-typhoon that ripped apart the Irrawaddy Delta, due to worsening climate crisis. Local profiteers working with the reactionary capitalist remnants have started hoarding remaining rice supply to sabotage the revolutionary government.
The Siberian logistics network (consisting of roads, rails, ports, silos) is outdated and underdeveloped, a legacy of past failures and neglect. It is physically impossible to transport and store all the grain before it rots.
This overabundance of grain was caused by an overzealous agronomist committee which used unsustainable and intensive farming practises to meet quotas while diverting water from a critical peatland ecosystem that acted as a carbon sink while degrading the Siberian topsoil. A local community of sustenance and collective farmers referring to themselves as the Siberian Chernozem Alliance has been critiquing the ago-committee on its approach, knowing what will come of their land if their precious soil is degraded. Local leader Anya Petrova has been recorded saying "They are taking the wealth of the future for today! Shameless and short sighted." It should be said that sabotages to the water irrigation tunnels have been carried out and the lead suspects are the Siberian Chernozem Alliance.
Comrade planner, you are tasked with sorting this regional issue. You can consider local and global resources to resolve the issue. Tasks include deciding what to do with the harvested crop and in general the logistical situation of Siberia, the organisation of the collective farms and the agronomist committee, dealing with the concerns of the locals, and fixing the ecological situation created by the intensive farming practises.
You don't just have a logistics problem. You have a moral, ecological, and social crisis all at once.
- Do you ship the Siberian grain to stop the famine, rewarding the bad farming practices that created the surplus and alienating the local guardians?
- Do you let the grain rot to side with the local guardians and protect the local ecology, condemning people in Asia to starve?
- Will you attempt to navigate the situation and employ a skilled mix of approaches to resolve the situation in everyone's favour?
The revolution will be judged not by its ideals, but by how it solves such impossible problems.
Comrade Planner Nikolai (of the Dirigiste Tendency): "Bring in the red guards, arrest the troublemakers and enact double shifts. We are preventing a famine here! We can worry about fixing the long term plan after. Sentiment is a luxury we cannot afford. this is a logistical triage. The math is simple: a calculated local loss to prevent a global catastrophe. This is the burden of the revolutionary state: to make the decisions individuals cannot. To see the whole board."
Comrade Planner Annalise (of the Syndicalist Coalition): "This clear mismanagement was due to top-down dictates issued by the *all-knowing* planners. The task at hand of feeding the world was given without the proper tools to do it so of course the agronomists chose a hard handed approach to the earth. Give the committee direct ability to ask for experts and machinery from other soviets. The solution isn't more commands from the centre. It is to unleash the power of lateral cooperation. We build not through hierarchies but networks of mutual aid!"
Comrade Planner Eugenio (of the Rewilder Movement): "We must stop harming the environment right now comrade! Peat bogs are essential carbon sinks and this method of viewing nature as a factory is the problem. Turn the excess back into compost to heal the damage. The crisis in the Irrawaddy Delta cannot be solved via the same industrialist ways. Radical solidarity instead can be used instead to prevent further catastrophes and reduce the impact of the current one."
Comrade Planner Urvi (of the Promethean faction): "We look at the surplus product and worry of bad planning? This is a clear success of the international socialist method of production. The real crisis is the fear of progress that is letting this abundance rot as people starve. We need a technological mobilisation. Commandeer the grain and lets designate this zone as a zone for Future Automation, ending our reliance on problematic human labour in the first place."
